Plot Summary:
Academy City is a highly developed place in terms of technology. It is said to be 20 to 30 years ahead of the rest of the world. 80% of it’s 2.3 million residents are students. The focus of studies here is directed towards esper powers. Misaka Mikoto, one of the top level espers in town, shares a room with Kuroko Shirai, another high level esper who is a member of Judgement, a law enforcing agency composed of students. Both attend to Tokiwadai, a private school reserved for the high-leveled and the rich. Kuroko’s partner at Judgement, Kazari Uiharu, is a low level esper who studies at Sakugawa middle school. Her best friend and classmate there is Ruiko Saten, a level zero (no esper powers). Together, the four encounter several adventures in the exciting scientific town.
The To Aru Kagaku no Railgun side story is based on Kamachi’s original story set in Academy City, a city where about 80% of its 230,000 citizens are students. The story deals with the adventures of Misaka Mikoto, one of the Level 5 psychics in To Aru Majutsu no Index.
Mikoto Misaka (御坂 美琴, Misaka Mikoto?)
A psychic user of Academy City, her powers are ranked Level 5, the highest rank for the most powerful psychic users, and she ranks as third-strongest out of the seven people who hold this rank in Academy City.

She attends Tokiwadai Middle School, a famous girls’ school for the rich and elite psychics and one of the five elite schools of Academy City,. To most people, she is considered a proper lady, but in reality, she has a short-tempered, prideful, and improper attitude with some tomboyish tendencies and insecurities, a fact few other characters know. She is fond of cute, childish things, such as flowery pajamas and Gekota, the popular frog mascot franchise. She has a strong sense of morals and hates injustice, contrary to what she claims. Her power is to generate electricity; she is powerful enough to cause a blackout in the city, make instant railguns by using coins as projectiles, and use electricity to magnetically attract iron particles around her into a chain-sword whip. She can also manipulate electrical objects such as networks and security systems.

Kuroko Shirai (白井 黒子, Shirai Kuroko?)
Voiced by: Satomi Arai
Mikoto’s kōhai in Tokiwadai Middle School and a protagonist in Toaru Kagaku no Railgun and main character in the eighth volume of the Toaru Majutsu no Index light novels. A Level 4 psychic, she is a member of Judgment, a special public committee group whose duty is to maintain peace and order in Academy City. She is in love with Mikoto, who she calls “Onee-sama” (big sister). Her powers are instant teleportation, which allows her to teleport herself and anything in her possession as long it weighs under around 130-137 kilograms to anywhere in a radius of around 81-85 meters. She generally carries a strap of nails around her leg that she can teleport to pin down enemies.

Kazari Uiharu (初春 飾利, Uiharu Kazari?)
Voiced by: Aki Toyosaki
Shirai’s friend and colleague in Judgment and another protagonist in Toaru Kagaku no Railgun. She is a Level 1 esper who goes to Sakugawa Middle school and is known for wearing a headband made of flowers on her head (and sometimes a surgical mask, as she constantly suffers the flu). Usually shy and humble, her personality will quickly change to overly excited especially if it concerns the life of the upper class especially anything involving Tokiwadai. She has a sweet tooth but is always called for Judgment duties before she can enjoy them. She displays various skills with the use of computers, such as repelling hackers and gathering information.

Ruiko Saten (佐天 涙子, Saten Ruiko?)
Voiced by: Kanae Itō
A Level 0 classmate and friend of Kazari’s and another protagonist in Toaru Kagaku no Railgun. Known for wearing a flower on the left side of her hair, she is a little shameless as she sometimes flips Kazari’s skirt in public. Despite her cheeky personality, inside she is a bit disheartened about having no potential whatsoever.[/COLOR]

Railgun is actually a side story, that takes place in the same universe as the To Aru Majutsu no Index series, as several characters from the Index series make minor cameos during the course of the show.

Railgun’s pace is pretty straightforward. although the show does have some filler-esque episodes from time to time, most of them are enjoyable so don’t worry about that. When the action does take place, this show DELIVERS! The main plot is split with some subplots along the way, both having awesome battle scenes where every character gets their chance to shine in the spotlight and boy do they KICK ASS! I personally am a Kuroko fan, not only because she’s is the main yuri symbol on this show, but as a fighter, she’s a force to be reckoned with, as much of a formidable opponent as Mikoto is. Although Uiharu and Saten may not seem like much, they each provide very useful backup in their own ways and will enter the battlefield whenever they’re able to do so. There are also other characters like Konori-senpai and Mitsuko Kongo, who will also show their skills when their time comes.

Expect to see character development as well, except for Mikoto, whose story is dealt with much further in the Index series. However, she fills her role very well as the main heroine of the show. In my opinion, much better than Touma in his show.

Like I said, there may be some fillers, but don’t let that stop you from watching this awesome show. You’ll be missing out on some major coolness if you do. Give it a try if you like watching girls kicking ass with style, instead of cliche movie actresses who are so retarded and annoying to watch them beat up security guards over and over. I get tired of watching stuff like that, which is why I enjoy anime or movies where women fight with all they’ve got and take it seriously instead of being cocky and flashy…except Mitsuko Kongo, who does the flashy and cocky thing MUCH better in my opinion.

    From what I know – in the Light Novels, Kuroko changes orientations and joins Touma’s harem. A once great yuri character becomes yet another generic harem bimbo.
